Why there is no honest single square-metre price

Two houses can contain the same number of square metres of asbestos and still produce very different quotations. Ten sheets at ground level beside a driveway are not the same job as ten sheets above a conservatory on a steep two-storey site.

Every job has fixed costs for planning, workers, protective equipment, isolation, decontamination, packaging, transport and disposal. That is why a small job can have a higher effective price per square metre than a larger, straightforward area.

What affects the final asbestos removal cost?

The material, its condition and how it is fixed are only the starting point. Access, height, neighbours, other contractors and the programme can all change the method and resources required.

  • Whether the asbestos is non-friable or friable
  • Total quantity and number of separate work areas
  • Material condition, weathering and existing breakage or dust
  • Single-storey, two-storey, steep or restricted access
  • Scaffolding, edge protection, mechanical access or temporary roofing

Typical roofing and decramastic removal costs

Asbestos roofing removal is commonly advertised in New Zealand at about $50–$150 per square metre. The lower end is more likely to suit a simple, accessible roof with intact non-friable material. The upper end may reflect difficult access, height controls, fragile sheets, complicated rooflines or substantial handling and disposal.

A decramastic roof may contain asbestos in its bitumen or mastic coating. Testing should happen before the roofer starts. The quotation should also say who provides scaffolding, protects the exposed building, handles gutters or contaminated debris and coordinates the handover to the replacement roofer.

Typical cladding, soffit and fence removal costs

Published NZ guides commonly place asbestos-cement cladding removal around $30–$100 per square metre. Actual quotations for cladding, soffits and fencing are strongly affected by corners, windows, sheet fixings, height, access and how close the work is to paths, neighbouring homes or occupied rooms.

Removal is only one part of a recladding or re-roofing project. New building materials, insulation, building wrap, framing repairs, painting and council or design costs are normally separate unless the quotation expressly includes them.

Typical asbestos vinyl flooring costs

Published market guides suggest about $40–$120 per square metre for asbestos-containing vinyl flooring, but the complete flooring system must be assessed. The visible vinyl, backing, adhesive and levelling compounds may be different materials with different asbestos results.

Firmly bound non-friable flooring may be suitable for Class B removal. Soft asbestos backing, friable material or a method that generates friable asbestos requires Class A capability. Strong adhesive, several concealed layers and the condition of the subfloor can add significant time.

Testing, surveys and clearance are separate cost items

Laboratory analysis of a customer-supplied sample may cost less than a professional visit, but taking the sample can create exposure and a poor sample may miss the relevant layer. A professional site visit, controlled sampling and written report will usually cost more but gives the contractor clearer information for pricing and planning.

Ask whether the removal quotation includes asbestos sampling, the survey, WorkSafe notification where required, independent clearance, air monitoring, transport, disposal and GST. A low removal rate can become an expensive job when essential items appear later as variations.

Waste disposal prices vary around New Zealand

Asbestos must be packaged, transported and accepted by an authorised disposal facility. Facilities usually require prior approval and may apply a minimum charge as well as a rate by weight. For example, Hutt City’s published 2026–27 charge lists asbestos at a $205 minimum and $409 per tonne, while charges and acceptance conditions in other regions differ.

The landfill fee is not the full waste cost. Packaging, labour, vehicle controls, transport time, documentation and minimum commercial charges also form part of the contractor’s price. Never place asbestos waste in a household bin or ordinary skip.

Class A and Class B pricing

A Class B licence covers suitable non-friable asbestos removal. More than 10 square metres of non-friable asbestos must be removed by a licensed removalist, and the work cannot be split into smaller sections to avoid licensing. Any amount of friable asbestos requires a Class A licensed removalist.

Class A work is generally more expensive because it may require a sealed enclosure, negative pressure, air monitoring, more extensive decontamination and a licensed asbestos assessor. The material and removal method—not the homeowner’s preferred budget—determine the correct class of work.

How to compare asbestos removal quotations

Compare the scope line by line rather than choosing the lowest total. A useful quotation should identify the material, measured area, removal method, access arrangements, exclusions and the point at which the area is handed back.

  • Is GST included?
  • Are scaffolding and height controls included?
  • Does the price include testing or rely on an existing report?
  • Who pays for independent clearance or air monitoring?
  • Are packaging, transport and authorised disposal included?
  • Does the scope cover gutters, debris, insulation or contaminated soil?
  • Who provides temporary weather protection or reinstatement?
  • What could legitimately become a variation?

How to get a more accurate quotation

Send the contractor the property address, wide and close photographs, approximate dimensions, building age if known, access information, and any survey or laboratory report. Explain what is happening after removal and the date the builder, roofer or flooring contractor needs the area.

A site visit may still be necessary, but good information reduces assumptions. Be wary of a firm price based on one distant photograph when the material has not been identified and the access, quantity or condition is unclear.
