Do I Need an Asbestos Survey Before Renovating in Auckland?

When a survey should be considered

Buildings constructed or renovated before 2000 can contain asbestos products. A pre-renovation assessment is particularly important where trades will cut, drill, sand, remove or demolish material.

• Bathroom, kitchen or laundry renovations
• Removing vinyl flooring or floor substrates
• Replacing soffits, eaves, cladding or roofing
• Rewiring around older meter and switchboard materials
• Demolishing a garage, sleepout, extension or whole building
• Moving a house with asbestos-cement baseboards

Testing one material is not a whole-building survey

A targeted sample answers a limited question about the sampled material. It does not prove that every visually similar sheet is the same, and it does not identify hidden layers outside the inspection scope. A survey report should describe the areas inspected, samples taken, limitations and recommendations.

Management surveys and intrusive surveys have different purposes

A management-focused survey helps a workplace manage asbestos that may be disturbed during normal occupation and maintenance. Refurbishment or demolition work needs a more intrusive investigation of the areas that will be disturbed. The surveyor needs to understand the planned work and have suitable access.

What happens after a positive result

A positive result does not automatically mean the whole building must be stripped. The next decision depends on condition, accessibility and the proposed work. Material may be managed in place when appropriate, or removed under controls by a contractor with the correct capability.
