Where can asbestos be found in vinyl flooring?
Asbestos may be present in vinyl floor tiles, sheet vinyl or older lino-style flooring, felt or paper backing, black bitumen-based adhesive, levelling compounds or an older floor hidden beneath a newer covering.
You cannot reliably identify asbestos from the colour, pattern or age of a floor. Even when the visible surface is asbestos-free, an older layer or adhesive underneath may still contain it. Laboratory testing is the reliable way to confirm what is present.

Should old vinyl be tested before removal?
If your home was built or renovated before 2000, consider asbestos before old flooring is disturbed. A representative sample may need to include the vinyl, backing, adhesive and any underlying compound. Testing only the visible surface can miss asbestos hidden below it.
Sampling can release fibres when it is done incorrectly. A competent asbestos surveyor or trained professional can collect the relevant samples under controlled conditions and arrange analysis by a suitable laboratory.

- Keep children and pets away from loose or damaged material
- Treat the flooring as suspect until reliable results are available
Is asbestos vinyl Class A or Class B work?
The answer depends on the asbestos material, its condition and the proposed removal method. Intact vinyl tiles or firmly bound flooring may be non-friable asbestos suitable for licensed Class B removal.
Some older sheet vinyl has soft, paper-like asbestos backing that can tear, crumble or release fibres easily. Friable asbestos requires a licensed Class A removalist. A Class B licence does not permit friable asbestos removal, so the whole flooring system must be assessed before the work is classified.
What does the 10-square-metre rule mean?
A licence is generally required when a business or worker removes more than 10 square metres of non-friable asbestos over the course of a project, or any amount of friable asbestos. More than 10 square metres of non-friable asbestos requires at least a Class B licence; friable asbestos requires a Class A licence.
The threshold does not mean that a smaller job is harmless. Vinyl may be brittle, strongly glued down or backed with friable material. Even a small bathroom or laundry floor can be difficult to remove without releasing fibres.
What safe asbestos vinyl removal requires
The controls must suit the flooring, adhesive, subfloor, condition and asbestos classification. Licensed work requires a site-specific asbestos removal control plan covering isolation, removal, decontamination, waste and emergencies.
The work area must be kept separate from occupants and other contractors. Workers require appropriate protective clothing and correctly selected, properly fitted respiratory protective equipment.

- Isolate the work area and control possible fibre pathways
- Use methods that minimise tearing, snapping and dust
- Decontaminate workers, tools and the work area
- Package, label and dispose of asbestos waste lawfully
- Complete the required independent clearance process
Methods that must not be used
Power sanding, dry grinding, aggressive mechanical scraping and high-pressure water must not be used on asbestos-containing flooring. These methods can release fibres and spread contamination beyond the original work area.
The adhesive underneath may also contain asbestos. Grinding black adhesive from a concrete floor can create serious airborne contamination and must not be treated as ordinary flooring preparation. A disposable dust mask and household vacuum are not suitable asbestos controls.
Waste, notification and clearance
Asbestos flooring, contaminated plastic, disposable protective clothing and cleaning materials must be securely packaged, labelled, transported and disposed of as asbestos waste at an authorised facility. They cannot go into household rubbish or a general skip bin.
Licensed asbestos removal work generally needs to be notified to WorkSafe at least five days before it begins, unless a limited exception applies. Following licensed removal, the work area must be inspected before normal use resumes. Class B clearance may be completed by an independent competent person where the regulations allow; Class A work has licensed-assessor and stricter clearance requirements.
Can asbestos vinyl be covered instead?
Sound flooring may sometimes be managed in place beneath a suitable new flooring system, provided it will not be drilled, sanded or otherwise disturbed. Covering it does not remove the asbestos. Its location and condition should be recorded so a future owner or contractor does not disturb it unknowingly.
Damaged, loose or deteriorating flooring should not simply be concealed without competent advice.
What if the flooring has already been disturbed?
Stop work immediately. Do not sweep the debris, walk through it or use a domestic vacuum. Keep everyone out of the affected area, turn off equipment that may spread dust and contact an asbestos professional for advice.
Trying to clean it without suitable controls can spread fibres into other rooms, vehicles and soft furnishings, making the eventual remediation more complicated.
